Minutes of Harberton Parish Council meeting held on Tuesday 13 December 2011 at Harberton Parish Hall at 7.30pm

The Chairman opened the meeting, welcomed everyone and invited Ms. Wootten to speak. She had come from Tone Leisure who were providing Sports Development Services on behalf of Devon Active Villages (funded by DCC and Sports England) in the South Hams. She then went on to explain the whole project by providing everyone with explanatory leaflets. This was to help provide the targeted villages (of whom Harbertonford and Harberton were part) with local sports clubs of their choice and including funding support to set up and kick-start new or existing sports clubs for all ages from 5yrs old upwards, but not intentionally to help with capital projects. There followed a very useful  discussion and Cllr. Clayton offered to help with Harbertonford and Cllr. Hill with Harberton. These two Cllrs. will act as the contact points for anyone interested in this scheme. Cllr. Clayton will also be contacting Harbertonford Primary School regarding this scheme. After further discussions Ms. Wootten left the meeting.

Mr. Trott did not wish to speak, only observe.

The Chairman read out the Police Report received by email. There had been  2 crimes for November.-

1. Malicious wounding without intent.

2. Common assault.

The minutes of the Harberton Parish Council meeting held on 8th November 2011 at Harbertonford Primary School 7.30.pm. were then considered, agreed and signed by the chairman as a true record.

The minutes of Harberton Parish Council Planning meeting held on 24th November 2011 at Harbertonford Village Hall 4.00.pm. were then considered, agreed and signed by the Chairman as a true record.

Matters Arising.

1. Travellers at Tigley – See under Planning.

2. Interactive Lights on A381 at Harbertonford. These were now in place and working well. The Clerk had already contacted Mike Jones of DCC  and C.Cllr. Black with thanks.

3. Collapsed Wall in Parish Council Carpark in Harbertonford. The Clerk had written to Ruth Edwards of SHDC and Mrs. Harvey as agreed at the last meeting.

4. Ref. HPFA. The cheque approved at the last meeting had not in fact need to be issued as agreed with the Treasurer of HPFA.

5. Cllr. Padfield had attended the Cluster Meeting at SHDC 23.11.11. ( Cllr. Hill had not been able to go) His report included items referring to -a Link Officer, not needed, just better organisation- the Localism Act not yet clear to all – more training needed – Planning Dept, various deficiencies mentioned.

Planning. Parish Council recommendations.

17-23/2753/11/F – Beenleigh Meadows, Farm, Harberton. Retrospective permission for addition & ext. to agricultural building & improved access. Following a site meeting on 30th November, Cllrs. felt unable to make any positive decision on this application and opted to attend a further meeting on December 20th of Diptford Parish Council for clarification. This meeting will also be attended by SHDC Planning Officer Dean Kinsella.

   A letter received from Mrs. H. Smart of SHDC ref – Field SX 759602, Tigley Croft, Harberton, was read out - Notification  of an Enforcement Notice which had been issued 9.11.11. Mr. Jones had until 8.2.12. to cease residential use of this site and remove all motorised vehicles etc.

Correspondence.

1.DALC Invoice received for £25.- for Standing Orders for Local Councils. To be paid, proposed by Cllr. Camp, seconded by Cllr. Padfield. All in favour.

2. Email received from Matthew Yates re Proposal for a 30mph. speed limit extension south to North Park Corner by the turning to Washbourne. This was discussed and it was decided DCC Highways should be consulted on the possibility of taking the hedge back to aid visibility.

3. Temp. Road Closure – Old Road Harbertonford. 16.1.12. also Abbey Road, Cornworthy 30.1.12.

4. Letter from Devon Healthcare Trust read to the meeting. This was to draw the Council’s attention to the fact that Torbay Hospital had been named “Acute Healthcare Organisation of the Year 2011”.

5. Letter from SHDC re Parish Remuneration Panel. Any changes proposed will be effective from 1.4.12.

6. Emails received from SHDC re Parish Playgrounds .These contained the Allianz reports on Playground Safety and both had been forwarded on the HPFA & HPFA.

7. Email received re Olympic Torch Relay from SHDC. Details of the route to be advised.

8. Two letters received re 3 Wind Turbines in Chivelstone and Stokenham Parishes. Councillors discussed this subject and it was proposed by Cllr. Camp not to respond as we are still awaiting details of 2 proposed Turbines in our own Parish.  8 in favour & 1 abstention.

9. Snow Wardens in both villages. This matter was again discussed following 3 volunteers in Harberton and 1 in Harbertonford. Also a secure site undercover for the salt had now been located in the Parish. The Clerk will follow this up.

10. SHDC Draft Consultation of a “Statement of Community Involvement” for discussion was now on SHDC website. Response to be by 16.12.11 Cllr. Padfield proposed the motion that the Council responds to SHDC draft (statement of community involvement) by asking that the provisions of the Localism Act be explicitly incorporated in the document, so that the division of powers of decision between SHDC and the Parish Councils is aligned with the provisions of the Localism Act.

11. Invoices received for room hire for the Planning Meetings 20.10.11. and 24.11.11. a total of £20.- to be paid. Proposed by Cllr. Hockings, seconded by Cllr. Hill, All in favour. The Parish Council appreciate the offer of the first booking free.
