The Chairman opened the meeting, welcoming everyone and invited the members of the public to speak. Both had just come to observe.
The Chairman then invited County Cllr Date to give his report. He said he had contacted Mr Halliday of DCC Highways regarding the flooding at Langridge Cross, who will be looking into the matter. DCC had recently appointed a new Financial Adviser to supervise the pension fund. One County Cllr had recently died, but would not be replaced as elections were due again in early 2009.
There had been no report received from District Cllr Steer.
Police Report. Both PCs Hopper and Addelsee were patrolling the Totnes late night shopping event this evening. Incidents logged since the last meeting were 6 crimes, one detected. A male had been arrested recently in connection with the daytime spate of burglaries. We should all keep be vigilant, note any suspicious activities and report them to the Police.
The minutes of the previous meeting were then considered, agreed and signed by the Chairman as a true record.
Matters Arising.
1) Street lighting in Harberton - ongoing.
2) Repair of fence at lower entrance to playground in Harberton. Several Councillors had now inspected this site together with some of Harberton Parish Hall Committee members and it was generally agreed that they could carry out the work required without too much expenditure. Cllr Hoddinott had already ascertained that the materials required would cost approx. £125.00. James Miller had also offered any technical assistance if required.
3) Community Planning- ongoing.
4) SHDC + DCC Local Govt. Review. The Clerk had today received yet another communication from SHDC informing us that the announcement of the recommendations had been postponed until 13/02/09.
5) SHDC Budget meeting 15/01/09. Cllr. Fearn and Mrs Crann will attend.
6) Freedom of Information Act. A new Model Publication Scheme is to start 01/0109 when there will be one approved model scheme which should be adopted by all authorities. This scheme was outlined by the Chairman and will be adopted unanimously by all Councillors.

6) NALC- Salary Award for Clerks as from 01/0408 shows an increase of £40.50 pa making a total of £1713.50 pa. It was proposed by Cllr Jeffreys, seconded by Cllr Janes to adopt this increase from 01/04/08. The Clerk offered her thanks.
7) A letter received from the District Auditor certified that our Annual Return for 2007/8 was now complete and notices will be posted in both villages.
8) SHDC Register of Electors 2008 is now complete and may be inspected at any of the Parish Council meetings, but no photocopies are permitted.
9) SHDC New Code of Conduct for members and employees is being prepared.
10) Invoice received from James Miller for grasscutting in Harbertonford 2008. 10 cuts @ £43.00 ex VAT. As per estimate. Total to pay £505.25 (VAT £75.25). Proposed by Cllr Knight, seconded by Cllr Janes. All in favour. Also Councillors considered an estimate for grasscutting for 2009, being the same as for 2008, plus clearance of silt, as necessary, at the Ford in Harberton @ £155.00 ex VAT per clearance. This has taken place twice a year for the past two years. Proposed by Cllr Steer, seconded by Cllr Jeffreys to accept both estimated. All in favour.
11) SHDC Parish Cluster Meeting to be held 20/01/09 at Follaton House 7.00pm.

Matters at the discretion of the Chairman:
1) Cllr Hoddinott reported damage to the parapet of the bridge over the stream in Harberton.
2) Cllr Knight reported lack of salt in the bins along Bow Road during the recent icy spell. He also reported lack of salt in bins down Old Road and Riverdale, Harbertonford.
